A Karachi electronics accessories retailer spends PKR 400,000 a month on Google Ads, most of it on carefully named keyword campaigns he has tuned for three years. In the second week of September 2026, he opened his account and found that some of those campaigns had quietly become something called AI Max — Google’s AI-driven campaign layer — without anyone in his team clicking a single button. His first call to his account manager contained one question: is it going to burn my budget?
Here’s the thing. That question finally has a checkable answer, because Google shipped the reporting that makes AI ad spending auditable. The fix is simple. Test on a split budget, read the new search-terms report weekly, and pull the plug on any match source that cannot justify itself. Most teams miss this. They argue about AI on Facebook threads instead of opening the report Google just handed them.
What Google switched on without asking
Between September 1 and September 30, 2026, Google is automatically migrating two kinds of Search campaigns into AI Max: campaigns using the old campaign-level broad match setting, and campaigns using Automatically Created Assets, the feature now renamed text customization. Google stopped allowing new campaigns with those legacy settings on August 3, 2026, so the affected population is fixed and countable. New Search campaigns created today arrive with AI Max already selected in the setup flow — the off position is a choice you make, not a default you inherit.
AI Max — an optimization layer inside standard Google Search campaigns that expands who sees your ads using AI matching, instead of only your keyword list. It has three working parts: search term matching, which finds searches beyond your keywords; text customization, which rewrites ad copy for each query; and final URL expansion, which can send a click to a different page on your site than the one you set.
The migration detail most Pakistani advertisers miss: what gets switched on depends on what you were running. Campaign-level broad match migrations got search term matching on, with text customization and final URL expansion off. Automatically Created Assets migrations got search term matching AND text customization on. Brand lists carried over, according to Angarum Media’s summary of Google’s migration notes. Check your change history this week, because Google’s changes and your team’s changes sit in the same log and you want to know which is which.

Where the money actually goes
AI Max traffic now arrives from three separately labeled sources, visible in the search terms report: ADVERTISER_PROVIDED_KEYWORD, the searches your own keywords earned; AI_MAX_BROAD_MATCH, searches Google expanded out of your existing keywords; and AI_MAX_KEYWORDLESS, searches matched purely from your landing page and ad content, with no keyword involved at all. Keywordless is the wildcard. It is the mechanism that finds “reasonable” searches you never planned for, and on a small PKR budget it is the mechanism that spends PKR 40,000 on the wrong intent before anyone notices.
There is a second, quieter lever: final URL expansion. Google can serve a different landing page than the one configured — silently, with no error thrown anywhere. Your reporting, your UTM tags, and your conversion assumptions all quietly degrade while the account looks healthy from the outside. Google itself warns that the two AI Max search-term views overlap, and summing their metrics inflates click counts beyond the campaign total. The numbers you thought were double-checked have new seams in them.
Handing AI Max your full budget with no search-terms review is like handing a Careem driver your wallet instead of the fare. You will still get somewhere. You just will not like the route, and you will not know what the ride cost until the statement arrives.

On September 23, 2026, Google announced the change that settles the argument: a unified AI Max report that connects the search term that triggered your ad, the creative the person actually saw, and the landing page they reached — one view, one chain of evidence.
“It will show a single, unified view of the Search ads journey — making it easy to see what search terms triggered your ads, which creative assets the user saw, and exactly where they landed on your website.” — Google, Ads and Commerce blog, September 23, 2026
The same announcement extended AI Brief — a field where you describe your business, audience, and messaging in plain words to steer matching — to seven more languages: Dutch, French, German, Italian, Japanese, Portuguese, and Spanish. Google has also been testing standard exact- and phrase-match keywords inside AI Mode answers since September 4, 2026 — a signal that AI surfaces are becoming ordinary Search ad inventory. The search-terms view itself was renamed “Search terms and ad combinations” on September 21, 2026, and the keywords report now carries aggregate rows for AI Max expanded matches and AI Max landing page matches.
Google has also put a number on the upside: campaigns using the full AI Max suite averaged roughly 7% more conversions or conversion value at a similar cost per acquisition compared with search term matching alone. We see two camps form whenever this report comes up — teams that read it every Monday and teams that screenshot it once for a client deck — and the gap between their cost per lead widens every month the report exists. Treat that as a starting hypothesis, not a promise. Seven percent on a PKR 400,000 monthly spend is PKR 28,000 of monthly value — real money, but only if the search terms behind it are ones you would have bought anyway. The report now exists to check exactly that, weekly. Zero excuses left.
How we test it on a PKR 100,000 budget
We see the same fear in every conversation with Pakistani advertisers: broad AI matching on a small budget feels like a tap left running. The testing protocol below is how we de-risk it at WeProms Digital, and it works at PKR 100,000 a month, the scale of a Faisalabad apparel exporter or an Islamabad tuition-center account.
Split the budget 70/30. Keep PKR 70,000 on your proven keyword campaigns as the control, and run PKR 30,000 on one AI Max-enabled campaign with the same products, the same geography, and the same conversion goal. Before switching anything on, verify that every primary conversion fires exactly once and represents a real business action — a WhatsApp lead, a prepaid order — not a page view. A bidding system optimizing toward button clicks will happily buy you button clicks.
Set the guardrails before the reach. Brand inclusions and exclusions carry over through migration, but confirm them anyway. Add negative keywords for the intents that pollute Pakistani accounts fastest: jobs, “free”, how-to research queries, and competitor-name searches you do not want to fund. Exclude the URL paths final URL expansion should never touch — typically your blog and your policy pages.
Then audit on a calendar, not on a hunch. Every Monday, open Search terms and ad combinations, filter by the Source column, and read the keywordless rows first. Anything that cannot be defended in one sentence gets a negative. Track which headline Google showed and which page it picked, because the worst waste in 2026 is a good search term paired with the wrong landing page. Give the test four to six weeks — conversion delay in Pakistan’s COD-heavy funnels means early weeks understate results.
One scheduling note that matters: Google pushed the automatic migration of Dynamic Search Ads — the older cousin of AI Max that matches ads using your website content — from September 2026 out to February 2027. That makes the current window the calmest possible time to test AI Max against your DSA baseline, before February’s forced cutover compresses everyone’s decisions into the same month. Google’s own September release also added portfolio-level A/B tests across multiple Search campaigns with brand and location controls locked active, so the test infrastructure finally matches the stakes.
The side door Pakistani publishers keep missing
Separately from all of this, on September 23, 2026, Google dropped its AdSense identity-verification threshold from US $10 of earnings to $0. For Pakistani content-site owners — the bloggers and niche publishers monetizing through AdSense — this removes a long-standing onboarding barrier: verification is now required before an account can show ads and receive payments, from day one, rather than after crossing an earnings line. If you run a Daraz-adjacent review site or an Urdu-content blog that has been waiting to scale before verifying, the waiting rationale is gone.
The checklist, in order:
- Open change history and identify which campaigns Google migrated to AI Max between September 1-30, 2026.
- Snapshot every AI Max setting per campaign — matching, text customization, final URL expansion — and date the snapshot.
- Verify each primary conversion fires once and equals a real business action.
- Confirm brand inclusions and exclusions carried over correctly.
- Add negative keywords for jobs, research, free, and competitor intent.
- Exclude blog and policy URLs from final URL expansion.
- Split the budget 70/30 control-versus-test and hold the split for four to six weeks.
- Audit Search terms and ad combinations every Monday, keywordless rows first, and act the same day.

Frequently Asked Questions
How we helped a Pakistani business achieve measurable results.
Did Google already switch my campaigns to AI Max without telling me?
Possibly, yes. Between September 1 and 30, 2026, Google automatically migrated campaigns using campaign-level broad match or Automatically Created Assets into AI Max. Check the change history in your Google Ads account for entries dated this September that your team did not make — that is the fastest way to confirm.
Will AI Max waste a small Pakistani ad budget?
It can, mainly through keywordless matching — searches Google picks from your page content rather than your keywords. The September 23, 2026 reporting update shows exactly which searches, headlines, and landing pages your money went to, so waste is now visible within days instead of surfacing on a monthly invoice.
How much budget should I put into testing AI Max?
Keep roughly 70% on your proven keyword campaigns and 10-30% on one AI Max test campaign with identical products, geography, and goals. At PKR 100,000 a month, a PKR 30,000 test cell is enough to read match quality within four to six weeks without risking the account’s baseline performance.
Should I turn AI Max off completely until I understand it?
Turning it off is one click in campaign settings, and for campaigns with tight margins or COD-heavy funnels, pausing keywordless matching while keeping keyword expansion is a reasonable middle path. Decide from the Search terms and ad combinations report after two weeks of data rather than on day one.
How much does WeProms charge to audit and manage an AI Max migration?
Audits start with a fixed-price account review that covers migration status, conversion tracking, and search-term exposure, with management retainers scaled to spend rather than a minimum threshold. Contact WeProms Digital for a quote tied to your actual monthly budget.
