Before signing anything, check three things: the agency’s certification status, whether it quotes honest budget floors (about PKR 5,600 per ad group per day), and whether you keep ownership of your ad account and its data.
Hiring an agency for TikTok ads used to be a leap of faith in Pakistan; anyone with a Boost button and a portfolio could claim the title. Two things changed that this month. TikTok’s audience here became too large to treat casually, and the platform formalized certification tiers for its agency partners, which means there is now a verifiable credential to ask about. This guide walks through the questions that separate a real TikTok ads partner from a resume with a logo.
Is TikTok actually big enough in Pakistan to justify an agency?
Yes, by any honest measure of reach. DataReportal’s Digital 2026: Pakistan report counts 79.9 million adults inside TikTok’s ad audience, which equals 54.6% of Pakistani adults and 68.4% of the country’s internet users. A year earlier the same series reported 66.9 million, which means the addressable audience grew about 19% in twelve months. The counterweight is intent. TikTok in Pakistan is discovery-heavy: fashion, food, beauty, gadgets, and entertainment convert through impulse and repetition. A business whose buyers search with clear intent — industrial suppliers, B2B services, high-ticket consultative sales — will find Google or Meta cheaper per serious lead. Size justifies an agency; your category decides whether that agency should specialize in TikTok.
What did TikTok change about agency certification?
TikTok introduced formal certification tiers for agency partners, as Marketing Dive reported in October 2026. In plain terms, agencies can now hold verifiable standing within TikTok’s partner program, backed by the platform’s own training and requirements rather than self-declared expertise. For a Pakistani business owner, this creates the first objective filter the channel has had: asking “what is your certification status with TikTok?” is now a question with checkable answers.
Treat the tiers as a screen, not a verdict. Certification signals that an agency has invested in understanding TikTok’s systems — ad formats, policies, and optimization behavior — which historically separated serious shops from boost-and-pray operators.
